For international students planning to study in Canada, the post-graduation period represents a natural continuation of the academic journey. One of the most critical stages of this process is the Post-Graduation Work Permit (PGWP) program. PGWP provides the legal right to work in Canada after graduation, enabling students to gain professional experience and shape their long-term immigration plans.

What Is PGWP?

The Post-Graduation Work Permit (PGWP) is an open work permit granted to international students who have completed an eligible higher education program in Canada.


Being an open work permit provides the following advantages:

  • It is not tied to a specific employer.

  • It allows work anywhere in Canada.

  • It provides flexibility to change employers.

  • In most cases, it does not require a Labor Market Impact Assessment (LMIA).


PGWP serves as a strategic bridge between student status and professional employment. Canadian work experience gained through PGWP offers a significant advantage in immigration pathways such as Express Entry and the Provincial Nominee Program (PNP).

However, PGWP is not an unlimited or unconditional work permit. In specific sectors (such as healthcare, childcare, elder care, or food services), a medical examination may be required. If a medical exam was not completed at the time of application, a sector-specific restriction may be noted on the work permit. This restriction can later be removed once the requirements are met.


Another important rule is that PGWP can generally be issued only once. For this reason, program selection and post-graduation planning are highly significant.


Who Can Apply for PGWP as of 2026?

1. Eligible Institution and Program

The institution from which the student graduates must be a Designated Learning Institution (DLI).

However, being a DLI alone is not sufficient; the program itself must also be PGWP-eligible.

The program must be at least 8 months in duration.

In Quebec, specific programs require a minimum of 900 hours.

Eligibility verification is particularly critical for certificate and diploma programs. Not every DLI program automatically provides PGWP eligibility.


2. Student Status

The student must maintain full-time status during each academic term of the program.

The final academic term may be part-time.


Authorized leaves may be accepted under certain conditions.

Maintaining full-time status throughout the academic program is a core requirement for PGWP eligibility.


3. Application Timeline

The application must be submitted within 180 days of receiving confirmation of program completion. Within these 180 days, the study permit must be valid at least once.

Missing the application deadline may result in loss of PGWP eligibility. Therefore, careful planning of the post-graduation timeline is essential.


4. Language Proficiency Requirement (Regulation Effective After November 1, 2024)

For students who applied for a study permit after November 1, 2024, a language requirement applies at the PGWP stage.


Minimum levels in effect as of 2026:

  • For Bachelor’s, Master’s, and Doctorate graduates: CLB 7

  • For Diploma and Certificate program graduates: CLB 5

  • The language test result must not be older than 2 years at the time of application.


This requirement applies only to students whose study permit application was submitted after the specified date. Students with earlier study permit applications may be subject to previous regulations.


5. Field of Study (CIP) Requirement

Under regulations introduced after 2024, specific non-degree programs are subject to a field-of-study (CIP code) requirement.


Key points:

  • Master’s and doctoral programs are not subject to CIP restrictions.

  • Particular diploma and certificate programs may require field eligibility.

This requirement depends on the date of the study permit application.


For students considering postgraduate certificate programs in Canada, verifying CIP eligibility is critical.

How Is PGWP Duration Calculated?

PGWP duration depends on the academic length of the completed program.


General Rules

Programs between 8 months and less than 2 years → PGWP is generally issued for the same length as the program.


Programs of 2 years or more → Maximum 3-year PGWP.

Master’s degree programs of at least 8 months → Even if shorter than 2 years, may qualify for a 3-year PGWP.

This last provision is a significant regulation introduced in 2024 and applies only to master’s degree programs. Post-graduate certificate programs are not included in this category.


Multiple Programs (Stacking)

If two consecutive PGWP-eligible programs are completed, the durations may be combined. However, the total PGWP period generally does not exceed 3 years.

Timing between programs and maintenance of status are essential factors in this context.


Passport Validity

PGWP cannot be issued beyond the passport’s validity. If the passport expires earlier, the work permit will be limited accordingly. Passport validity should therefore be reviewed before application.


Public-Private Partnership (P3) Programs

For study permit applications submitted after May 15, 2024, specific college programs offered under a public-private partnership model are excluded from PGWP eligibility.

This regulation:


Depends on the study permit application date, not the program start date.

Requires careful evaluation, particularly for private partnership college programs.

When selecting a program, not only the institution name but also the program structure and application date must be assessed together.

PGWP applications must be submitted online.

Process:

  1. Obtain confirmation of completion (Completion Letter and transcript)

  2. Submit an online application within 180 days.

  3. Upload required documents

  4. Pay the application fee.

  5. Monitor the online application process.

What Is a Port of Entry (POE) Application?

A Port of Entry (POE) is an official border point where entry into Canada occurs.

These include:

  • Airports

  • Land border crossings (such as the U.S.–Canada border)

  • Seaports


In the past, some foreign nationals could apply for a work permit or status change by briefly leaving Canada and re-entering at the border. This method was particularly used for work permit and PGWP processes.


However, as of June 21, 2024, PGWP applications cannot be submitted at the border. All PGWP applications must be completed through the online system.


What is Flag polling?

Flag poling is a process where an individual with a valid status in Canada:

  1. Leaves Canada briefly

  2. Typically goes to the U.S. border and returns without formally entering the U.S.

  3. Applies for a work permit or status change with a border officer upon return


This method was previously standard for:

  • Work permit extensions

  • PGWP applications

  • Status changes


Current Status as of 2026

With recent regulatory changes:

  • Flag poling is no longer permitted for PGWP.

  • Flag poling has been significantly restricted for most work permit processes.

  • IRCC requires applications to be submitted online.

  • Border restrictions aim to ensure more systematic and centralized processing of applications.


Why Is This Important?

Some students may assume they can accelerate the post-graduation process by applying at the border.

However, under current regulations:

  • PGWP applications must be submitted online only.

  • Attempting to apply at the border may result in wasted time and lost status.

  • Incorrect guidance may lead to severe delays.

  • Therefore, when planning the 180-day post-graduation timeline, the online application process should be the primary reference point.


Work Rights While Application Is in Process

Graduates who apply for PGWP on time and hold a valid study permit at the time of application may continue working under maintained status.


For this to apply:

  • The program must be completed.

  • The application must be submitted within 180 days.

  • The study permit must be valid at the time of application.


After PGWP approval:

  • Employer changes are permitted.

  • Work anywhere in Canada is allowed.

  • LMIA is not required.


PGWP and Permanent Residence (PR) Planning

PGWP does not directly grant permanent residence. However, Canadian work experience is a significant advantage within the immigration system.


Particularly under:

  • Canadian Experience Class (CEC)

  • Express Entry system

  • Provincial Nominee Program (PNP)


Gaining at least 1 year of skilled work experience in Canada (TEER 0–3) can create a strong PR profile.
