Quebec Skilled Worker Program (QSWP): What It Is and Who Can Apply

When people imagine life in Canada, their minds often jump to the modern skyscrapers of Toronto or the stunning Pacific coastline of Vancouver. However, in the eastern part of this vast, multicultural country lies a region unlike any other Quebec. Known for its unique architecture, vibrant cultural heritage, and a social fabric deeply influenced by French traditions, Quebec holds a special place not only within Canada but across North America.
From cobblestone streets reminiscent of Europe, to a daily life intertwined with art, history, and cuisine, Quebec offers an experience that feels distinct from the rest of the country. The province’s identity is shaped by more than just its visual charm. French is not only the official language but also the central element of public life. This language plays a key role in community life, governance, education, and the workplace.
Quebec is unique in many ways. It has its own approach not only to lifestyle but also to education, employment, and most notably immigration. Unlike the rest of Canada, Quebec operates an independent immigration selection process. The provincial government holds the authority to choose immigration candidates according to its specific social and labor market needs, rather than following the federal criteria in their entirety.
One of the most important pathways created within this system is the Quebec Skilled Worker Program (QSWP). This is a permanent residency–focused immigration program designed to attract skilled professionals who can contribute to Quebec’s economy and integrate successfully into its society. The QSWP is completely independent from the federal Express Entry system, which means that it uses its own selection criteria, application process, and point system. It evaluates candidates not only on their academic and professional qualifications but also on their ability to adapt to life in Quebec, something that includes language proficiency, work experience in in-demand sectors, and a demonstrated intention to settle in the province.
For individuals seeking a long-term life in Quebec those willing to learn or improve their French, bring their skills to the local labor market, and embrace the province’s distinctive culture QSWP can be a strategic gateway to permanent residence. However, the program’s requirements, evaluation system, and process differ significantly from other immigration routes in Canada. Understanding these differences is essential for anyone considering this path.
In this guide, we’ll break down how the program works, who can apply, and the steps to take for a strong application.

How QSWP Differs from Other Immigration Programs
Quebec is the only province in Canada with the constitutional authority to set its own immigration rules. This means the QSWP is not simply a branch of federal programs like Express Entry; it is an entirely separate system with its own priorities. Let’s look at the key elements that make QSWP unique:
1. Commitment to Settle in QuebecApplicants must clearly state their intention to live and work in Quebec, and this commitment should be reflected consistently throughout the application process. It is not enough to tick a box on a form; the applicant’s professional plans, language studies, and even personal circumstances should support this intention. Quebec is seeking candidates who will genuinely integrate into its society and contribute to its workforce, so any sign of ambiguity could weaken an application.
2. French Language ProficiencyFrench is the official language of Quebec and plays a central role in the QSWP. While advanced English may be sufficient in many federal programs, in Quebec the reality is different. In practice, proficiency in French is essential, and recent policy changes have made this even more important. As of November 2023, applicants must prove at least level 7 French (equivalent to B2) according to Quebec’s scale, and their spouses must demonstrate at least level 4 oral French. Strong French skills not only improve your score in the selection process but also signal your potential for successful integration.
3. Quebec-Specific Points System QSWP uses its own points grid to evaluate candidates, and one distinctive feature is the Area of Training (AOT) factor. This assesses whether your educational background matches fields that are in high demand in Quebec. Degrees in certain areas such as computer engineering or nursing can provide significant additional points, sometimes making the difference between receiving an invitation or not.
4. Two-Stage Application Process Unlike federal programs, which handle all evaluation at the national level, QSWP has two steps:
First, Quebec assesses your profile and, if successful, issues a Quebec Selection Certificate (CSQ).
Second, with your CSQ, you apply to the federal government for permanent residence, undergoing standard medical and security checks.
This two-step system can appear longer, but for well-prepared candidates, it can move efficiently, especially if their profile aligns well with Quebec’s needs.
5. Program Name ChangeAs of November 2024, the program has been officially renamed the Skilled Worker Selection Program (SWSP). However, the application process, evaluation criteria, and CSQ stage remain essentially the same. In this guide, we continue to use the well-known term QSWP for clarity.
Application Process and Eligibility
Applications are submitted through Arrima, Quebec’s online platform for skilled worker immigration. The first step is to create an Expression of Interest (EOI), a profile that outlines your intent to settle in Quebec.
● Profile Creation:You provide personal information, education history, work experience, and language test scores. Although supporting documents are not required at this stage, all information must be accurate, as it will later be verified.
● Evaluation and Invitation:All EOIs are scored based on Quebec’s points grid. Periodically, Quebec conducts draws to invite top-ranking candidates. In recent draws, candidates with advanced French skills and experience in sectors like IT, healthcare, and engineering have been prioritized.
● Formal Application:If invited, you must submit a complete application through Mon Projet Québec, providing supporting documents for all previously declared information. This includes diplomas, work references, and official language test results all in the correct format.

Points System Overview
To be considered for selection, applicants must meet the minimum score: 50 points for single applicants and 59 points for those applying with a spouse/partner.
Key factors include:
● Education Level and Field: Up to 14 points, with bonuses for priority fields.
● Work Experience: Up to 8 points for recent, relevant full-time work.
● Language Skills: French can provide up to 16 points; English up to 6 points.
● Age: Applicants aged 18–35 receive the maximum of 16 points.
● Spouse’s Characteristics: Up to 17 points for their education, age, and language skills.
● Children: 4 points per child, up to a maximum of 8 points.
● Connections to Quebec: Up to 8 points for prior stays, studies, or family ties.
Financial Self-Sufficiency: 1 point for proof of minimum funds.
Quebec Selection Certificate (CSQ) Stage
If your application is approved at the provincial stage, you will receive the CSQ, confirming Quebec’s selection of you as an immigrant.
From here, you proceed to the federal stage:
● Submit your CSQ to IRCC (Immigration, Refugees and Citizenship Canada).
● Undergo background checks, medical exams, and biometrics.
● The federal stage usually takes 6–12 months to complete.
Once approved, you will receive permanent resident status in Canada.
Including Family Members
QSWP is family friendly. You can include your spouse and dependent children under 18 in your application. The spouse’s qualifications may affect your score, so it’s important to decide strategically who should be the principal applicant. Children can also add points and, if approved, will gain permanent residence alongside the family.
Common Mistakes to Avoid
● Underestimating French Requirements: Applying without meeting the required French level significantly reduces your chances of receiving an invitation.
● Misjudging the Area of Training Score: Ensure your diploma matches Quebec’s current priority list.
● Technical Errors in Document Submission: Quebec’s strict rules on translation and formatting must be followed exactly.
● Not Updating Your Arrima Profile: Improvements in language skills, new work experience, or education must be promptly added.
● Skipping Professional Guidance: The process is detailed, and unique expert advice can help avoid costly errors.
