Immigration to Canada Through Investment
A Permanent, Safe, and Advantageous Future for You and Your Family
Canada is an attractive country not only for investors but also for families who want to secure their future, thanks to its strong ecosystem that supports innovative ideas and entrepreneurship. The Startup Visa (Immigration Through Investment Program) approved by the Canadian government offers individuals with a business idea or those who want to partner in a startup the opportunity to obtain permanent residency (PR).
This immigration path is not limited to the applicant alone—it also grants PR to spouses and children under 22. In other words, this program is a great opportunity that can change the life of an entire family.
Why Immigration Through Investment?
The investment immigration program exempts you from point-based systems, long waiting times, and complex procedures encountered in other immigration paths. With this program:
1. Speed and Direct PR Opportunity
In the Express Entry system, candidates try to get invited by obtaining high scores in areas such as age, language proficiency, education level, and work experience. However, competition is intense among hundreds of thousands of candidates. The process can take 2–3 years and there’s no guarantee of success.
Individuals who come with a Work Permit or Study Permit must live under temporary status for a while and only apply for PR if they meet the conditions. This takes time, money, and a long adaptation process.
In investment immigration, PR applications are made directly with the support letter received from the incubator center. As long as the government’s current waiting times permit, PR can be obtained. You don’t need to move to Canada before PR is granted—you can wait in your home country while your application is processed.
2. Family Application and Securing the Future
The investment immigration program includes all family members—spouses and children under the age of 22—from the beginning. Thus, your children can benefit from free healthcare, government support, and educational opportunities in Canada as soon as PR is approved.
3. Major Savings in Higher Education: Up to 50,000 CAD Annually
Studying in Canada as an international student can be very expensive:
Student Status Annual Education Cost (Average) Annual Savings
International Student 35,000 – 65,000 CAD–
PR/Citizen Child 7,000 – 15,000 CAD ≈ 40,000 – 50,000 CAD
For example, if your child studies for 4 years at a university, you can save up to 200,000 CAD. The same advantage increases with more than one child. Assuming pre-university education in public schools costs 16,000 CAD per year, the program provides significant financial benefits.
Even just this advantage makes investment immigration economically worthwhile.
4. My Child Is Already Studying in Canada and Will Become a Citizen Anyway—Is This Program Still Necessary?
As mentioned earlier, a student may have a competitive profile to receive enough points in the Express Entry pool. However, after PR is granted and two years of residency in Canada are completed, they may receive a passport, typically around the ages of 26–29.
If the child becomes involved in the immigration process while still at university through the investment program, they can get PR while studying and begin counting residency time. Thus, they may get a passport at age 22. This means a 5-year head start and a smoother path to Canadian citizenship for your child.
5. No Uncertainty in the Process – Clear Investment, Plan, and Timeline
Many external factors affect the outcome of applications in systems like Express Entry:
-
Quota limits
-
Economic fluctuations
-
Changes in point systems
In contrast, with investment immigration, the process:
-
Proceeds with clear steps
-
Is managed by authorized centers
-
Is carried out with expert consultancy and legal support
This makes your and your family’s immigration journey more controllable and predictable.
6. Immigration Is More Than Investment – It’s a Future Plan
Investment immigration is not just about becoming a partner; it’s also about settling down in Canada and building a secure and peaceful future for your children. Through this program, you:
-
Become a company partner
-
Actively participate in start-up projects
-
Get the chance to be involved in Canadian business circles

How Does the Process Work?
1. Apply to an Incubator Center
The program is carried out through incubators authorized by the Canadian government. You submit your business idea to these centers. If you don’t have a suitable business idea, you can be matched with available projects using your CV.
2. Initial Payments
Depending on the incubator, investment amounts may vary, but around 170,000 CAD is a common estimate to cover the entire process. Possible costs include:
-
Project matching and initial consulting
-
Incubator center fees
-
Legal, consulting, company setup, and share management fees
3. PR Application
Once the incubator approves your business idea and provides a support letter, the PR application is submitted.
4. Medical Examination
Medical screenings requested by the Canadian government are carried out. If there are no serious health risks, the process proceeds smoothly.
5. PR Approval
6. Moving to Canada (“Landing”)
All family members enter Canada, and PR cards are sent to the declared address.

Immigration and citizenship processes in Canada can be detailed and time-consuming. However, with the right information and expertise, you can complete this process more easily and quickly. As C&C, we are with you on this path. You can contact us for all your questions about your application.
Who Can Apply?
You do not need to be an investor to apply. Anyone meeting the following conditions can benefit:
-
Minimum high school graduate
-
Basic English proficiency (IELTS 5.0 or above is recommended)
-
Skills and experience that can match a project based on your CV
Each project may include 1 founder and up to 4 participants involved in the business plan. All family members of the participants can be included in the application.
What Does It Mean to Have PR?
PR (Permanent Residency) means you have almost the same rights as a Canadian citizen. You cannot vote or be elected, but besides that:
-
You gain the right to live and work in Canada indefinitely.
-
You benefit from social aid, health care, and government supports.
-
You build a secure future together with your family.
After obtaining PR, you can apply for citizenship if you live in Canada for at least 3 years within a 5-year period. Past time spent in Canada under other statuses may count up to a maximum of 1 year. Each case is evaluated individually.
Frequently Asked Questions
I don’t have a business idea. Can I still apply for immigration through investment?
Yes! Suitable candidates with appropriate CVs can be matched with existing projects. You can apply even without your own business idea.
Can my children be included in the process?
Yes. Children under 22 can be included in the PR application. PR is granted based on their age at the time of application.
Note: This opportunity can also be considered for your child’s future, even if your primary goal is not to obtain PR for yourself.
Do I have to move to Canada during the process?
No. You can stay in Turkey during the PR application process and manage your business. Once your PR is approved, you move to Canada.
What does “participant” mean? Is it the same as “investor”?
No, it mainly refers to your role. You are expected to actively participate in the project, attend weekly meetings, and hold 10% shares. Therefore, "participant" is preferred over "investor."
What is considered in the health check?
Serious and long-term health conditions that could burden the Canadian system (e.g., high-cost treatments) may affect your application. However, it is evaluated case-by-case at the end of the process.
What if there are more than one applicant?
Only one founder and up to four participants can be involved in a project. Please contact us for evaluation if there are multiple people.
